Cybersecurity and Readiness Training Manager

Key Role:

Develop and update Cyber Threat Emulation (CTE) boot camp course content. Create and provide training and instruction to personnel in proper policy and procedures as they relate to Red Team operations, methodologies, and Training, Techniques, and Procedures (TTPs). Conduct monthly CTE drills and tabletop exercises. Assist with setup and act as CTE liaison for major exercise events. Develop and maintain short- and long-range training plans. Coordinate with departmental leaders to make recommendations for future CTE capabilities. Develop and maintain CTE Job Qualification Requirements (JQR) and Personnel Qualification Standard (PQS). Recognize potential shortfalls in the CTE PQS, processes, and procedures, and coordinate the development of new approaches for the Navy. Manage strategy, personnel, infrastructure, policy enforcement, emergency planning, security awareness, and other resources. Prepare and submit monthly status, technical, and financial reports for the project. Manage contract elements, including deliverables, costs, and travel for the project.

Basic Qualification:

  • Experience applying CTE systems security principles and concepts sufficient to evaluate the effectiveness of CTE operations, policies, procedures, and TTPs
  • Experience with CTE operations, system analysis concepts, and methods sufficient to develop basic and advanced operator training methodologies and SOPs
  • Experience with the Navy Optimized Fleet Response Plan
  • Experience with Navy shipboard networks and Cryptologic Technician Networks (CTN) or Information Systems Technician duties and responsibilities
  • Experience interpreting multiple Navy and DoD policies and standards for certification processes and procedures, computer equipment evaluation techniques, Automated Indicator Sharing (AIS) security, and hardware or software integration
  • Experience with manpower requirements development
  • Knowledge of CTE principles and Joint Red Team roles and responsibilities
  • Ability to manage CTE training programs
  • Secret clearance
  • HS diploma or GED

Additional Qualification:

  • Experience with DoN Defense Readiness Reporting System - Navy (DRRS-N)
  • Experience with planning and execution of cyber exercises and watch team drills
  • Ability to act as a CTE representative at high-level conferences and meetings at all echelons with respect to the CTE mission area and capabilities
  • Possession of strong verbal and written communication skills, for briefing and documentation

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
