Job Description Summary:UCAR is excited to announce the job opening for the COMET/CPC Associate Scientist III role. This position will serve COMET and NOAA's Climate Prediction Center (CPC) in support of the President Emergency Plan for Adaptation and Resilience (PREPARE) Early Warning Systems (EWS) for Africa, the Caribbean, and the Pacific Islands. Additionally, this position will provide scientific program support for the implementation of EWSs in Africa, the Caribbean, and the Pacific Islands, including providing support for stakeholders' workshops and training, with a focus on integrating social data with predictions and building user geoportal interface platforms to develop and improve EWSs. Lastly, the COMET/CPC Associate Scientist III position will lead the development of the geoportal platforms to provide access to socio-economic information that has been tailored to the needs of regional partners.

COMET provides scientifically relevant, instructionally progressive education, training, and capacity development for the environmental sciences, including online self-guided instruction, tailored classroom experiences, and specialized hazard communication programs.

Work Location: This position is open to candidates seeking in-person and hybrid (combination of in-person and remote) opportunities. Regardless of flexible work arrangements, UCAR requires ALL positions to be performed within the U.S., excluding U.S. Territories.

Hybrid Expectation: This position will be expected to be at the CPC Offices (located at the NCEP facilities) in College Park, Maryland at least 1 to 3 days per week, initially.

What You Will Do

Here is a summary of what one would expect to be generally responsible for in this role.

Key Responsibilities

  • Provide program support for CPC projects that are focused on the transfer of research capabilities.

    • This includes internally developed geoportal platforms, integrating hydrometeorological observing systems, numerical forecasting systems, decision support applications, and forecast dissemination and training requirements to International and National Meteorological and Hydrological Services, universities, research institutions, and other international partners.

  • Lead the development of CPC geoportal interface platforms.

    • Develop geoportal interfaces integrating Geographic Information System (GIS) mapping to build and publish an interactive web-based information platform to support EWS.

    • Develop programming tools to conduct geospatial analysis of environmental, socio-economic, and other spatiotemporal datasets in the framework of EWS.

    • Use scientific expertise to interact with other scientists, engineers, and instructional designers to develop appropriate technologies and required project plans for CPC projects.

    • Work with end-users and partners to ensure that solutions are properly implemented.

    • Conduct scientific analysis and evaluation.

  • Support CPC scientists in developing concept papers, scientific articles, and presentations.

Who We'd Love To Join Our Team

Successful candidates will ensure their application materials speak to the following criteria:

Education & Experience

  • Bachelor's degree in any of the science/technology fields;

  • 3 to 5 years of substantial experience as an Associate Scientist II or equivalent position including experience in applying GIS analysis methods to environmental and socioeconomic data.

    • Or an equivalent combination of education and relevant experience.

Desired, but not required:

  • A degree in meteorology, climate, or atmospheric science.

  • A master's or Ph.D. degree.

    • Must also have at least 5 years of experience applying GIS to environmental and socio-economic data.

  • 10 years of experience applying GIS analysis methods to environmental and socioeconomic data.

Knowledge, Skills, and Abilities

  • Well-developed skills in ArcGIS Pro, ArcMap, map-making, and publishing web services.

  • Well-developed skills in web development languages, such as JavaScript, PHP, HTML, and CSS.

  • Experience in Python automation.

  • Well-developed skill in GIS programming skills in applying geospatial analysis to environmental and other socio-economic data.

  • Advanced skills in working in a diverse and inclusive environment.

  • Excellent oral and written communication skills.

  • Willingness and ability to occasionally travel domestically and internationally.
