Pay Clerk
Quality Innovation is responding to a proposal request.

Quality Innovation, Inc. is seeking Pay Clerk at various Army Posts. The Pay Clerk is responsible for performing pay financial management services support in accordance with all Army regulations and standard operating procedures.

Duties and Responsibilities:
  • The Pay Clerk shall perform pay financial management services support in accordance with the referenced Army regulations, policy directives and local standard operating procedures (SOP).
  • Perform AMPO services to allow for delivery of effective, professional, and high-quality services.
  • Identify any problems with the automated system including Defense Joint Military Pay System (DJMS) and Distributed Mission Operations (DMO) and report problems to the section supervisor immediately but not later than 10 minutes after discovery of the issue.
  • Answer telephonic, written, and/or “over the counter” personal inquiries about Military or travel pay and provide one-on-one assistance.
  • Explain standard pay entitlements and answer pay inquiries using local SOPs and DoD Financial Management Regulation (FMR) Vol 7.
  • Review, and process financial documents submitted on Unit Transmittal Letters (UTLs) from Personnel Administration Centers (PACs).
  • Receive financial documents submitted by UTLs and review for completeness and accuracy in accordance with applicable regulations listed in Part 6. The contractor shall complete review prior to customer leaving the office using the checklists included in the local SOPs.
  • Return any documents submitted that are incomplete or incorrect by attaching a Reject Control Slip (locally produced by the Government AMPO) with clear written reasons for rejecting the submitted document within 24 hours of receipt.
  • Provide thorough, accurate, and timely personnel in-processing.
  • Explain how to complete DD Form 1351-2, Travel Voucher, and DA Form 5960, Authorization to Start/Stop/Change Basic Allowance for Housing (as applicable) using the in and out-processing checklist, and/or a processing SOP as well as the DoD FMR Vol 7A and JTR for all newly assigned Soldier(s). There may also be local checklists provided to ensure quality service to the Soldiers. 
  • Review source document (DD2887) in the issuance of Eagle Cash Cards to deploying Service members regardless of Branch and explain the procedure to load.
  • Perform one to one interviews with Soldiers processing through the Soldier Readiness Processing Center (SRP) to include the readiness, mobilizing, demobilizing, deploying and redeploying Soldier. Upon receipt of financial documents, the contractor shall review documents for accuracy and validity before processing into the Defense Military Pay Online. The contractor shall maintain high-quality services and fully documented client satisfaction responses.
  • Input all required transactions into DMO within three workdays of receipt. (Using the 80/80 listing, research the day following upload to ensure transactions processed. Research and make corrections for all rejected transactions.)

Basic Qualifications:
  • High School Diploma
  • 2-years job related experience such as the following:  prepares files and maintains physical and/or electronic records and documents in required formats; compiles and verifies information using simple calculations and stand procedures; inputs data into a tracking database or system
  • Previous experience working directly with Service Members is desired, but not required.
  • Must have the ability to read, write, and speak English and effectively communicate with Soldiers and leadership.
