POSITION SUMMARY:

Under limited supervision, responsible for directly supporting project managers and supporting staff to purchase supplies and services for all services lines in DAWSON, according to policies and standards set forth.

This position level requires an expanded knowledge of professional concepts, subcontracting terminology, procurement process and understanding of what is required to perform business with the Federal, State and Local Governments. Individual should be equipped with the ability to make independent decisions based on the application of the acquired knowledge.

Annual Salary: $50,000-$75,000 based on interview and experience.

ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

Under limited supervision, the Subcontracts Specialist II is responsible for activities that span the entire procurement cycle, including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, dispute resolution, and closeout activities.

* Understand, follow and enforce procurement related policies and procedures and work to identify process issues/inefficiencies in order to drive departmental improvement.

* Develop advanced/independent understanding of subcontracting terminology, measures, concepts, principles and strategies.

* Basic knowledge of FAR, DEFAR and agency supplemental guidance.

* Independent knowledge of all laws and reporting requirements required under Federal Contracts (Construction, Service & Professional).

* Successful track record of interface with multiple facets of management and staff.

* Successful track record in performance of working with and managing a variety of Subcontract types at multiple complexities.

* Acts as primary interface between Subcontractors and the programs being supported for all Subcontractor related issues.

* Work independently to perform subcontracting and procurement functions efficiently and effectively to identify and meet deadlines with minimal supervision.

* Participates in high risk project calls. Works with project team to identify and mitigate Subcontractor risk issues.

* Independently negotiate deviations from DAWSON terms & conditions and insurance requirements along with scope and pricing changes.

* Maintain and document an auditable Subcontract file.

* Tabulate and evaluate Subcontractor and Supplier Proposals/Quotes for accuracy and to ensure DAWSON and Subcontractor/Supplier agree on any inclusions and exclusions.

* Perform competitive market analysis for price justification of cost.

* Assist the Proposal team in RFP Preparation and participate in pricing discussions prior to Proposal submittal.

* Assist in evaluation and resolution of disputes with Subcontractors and Suppliers.

* Assist Project Team in RFI (Request for Information) & REA (Request for Equitable Adjustment) preparation.

MINIMUM REQUIREMENTS:

BA/BS + None or demonstrated equivalency of experience and/or education

2-5 years prior experience in Procurement related position.

PREFERRED QUALIFICATIONS:

* Previous experience in professional setting, preferably related to Subcontracting or other Procurement and Materials functions.

* Competent understanding of Subcontracting and procurement terminology, measures, concepts, principles and strategies.

* Competent understanding of legal terminology related to procurement.

* Competency to perform subcontracting and procurement management functions of a complex and various degree.

* Experience in fostering professional, tactical and strategic Subcontractor and Supplier relationships.

* Excellent analytical, judgment and practical operating skills in a multi-location, project-based industry.

* Negotiation and administrative skills required.

* Excellent organizational, administrative, and problem-solving skills.

* Excellent interpersonal, written, and communication skills.

* Ability to work in a fast-paced, changing environment with high demand for flexibility.

* Self-Motivated with the ability to adapt, improvise and problem solve.

* Advanced computer skills and ability to use procurement systems; proficient in Microsoft word, excel and power point; Outlook
