Job Description:

Hazardous Material Supervisor - Fort Rucker, AL-NORTH (FRAL-NORTH) - Hazardous Waste (HAZWASTE)

Manage the central ninety (90)-day Hazardous Waste accumulation area in accordance with all applicable regulations and Installation Agreements and applicable DoD policy and directives. Define job roles and responsibilities, determine work to be done, develop assignments, assign work and ensure completed. Establish and enforce work rules and procedures. Set and approve work schedules. Develop training plans and approve course attendance, motivate personnel. Issue formal evaluations, recommend appropriate level of discipline, resolve grievances, and recommend personnel for hire or promotion.

Provide supply support services operations to include Hazardous Material Supply Operations (HMSO)..All task are completed in accordance with the Performance Work Statement. Work is conducted on Fort Rucker, but could include work at off-post locations.

HMSO Tasks include Requisition, receipt, handle, store, inventory, process, redistribute, issue, turn-in, dispose, report, maintain transaction files, HMSO operations and operate the EESOH-MIS. Perform inventories, implement causative research, complete/distribute adjustment documents, provide technical assistance and management support tracking and controlling all hazardous materials that are procured, received, stored and issued at the Installation.

  • Manage a labeling system and maintain required logs
  • Inspect and receive waste containers
  • Assist with government furnished scale; verify accuracy of documentation; and verify that wastes have an active and accurate profile on file;
  • Follow Fort Rucker Environmental Office guidance and procedures;
  • Provide HAZWASTE turn-in documents to DPW-E for Hazardous Waste Manifests prior to shipment from 90-day yard;
  • Load correct items onto delivery trucks in accordance with prepared manifest prior to shipment from 90-day accumulation site;
  • Conduct an inspection of all containers in the 90-day accumulation area when in use and at least once every 7 days;
  • Maintain inspection records
  • Conduct weekly inspections to prevent accidental ignition or reaction of ignitable or reactive waste.
  • Manage spent fluorescent lamp storage and disposal;
  • Manage collection for all types of batteries
  • Segregate various types of paints in cans
  • Research information necessary to characterize, package and collect expired turn-in products
  • Receive, handle and dispose items accepted into the HMCC warehouse and waste accumulation areas
  • Provide empty container processing and various recycling services
  • Perform routine checks and minimum services on approximately eighty (80) petroleum part washer machines.
  • Process products ordered through AIRBUS for LUH-72 aircraft, order and process local purchases to meet mission requirements
  • Attend meetings and briefings as required
  • Provide weekly and monthly supply and service reports
Requirements:

Requirements

  • Three to five years of experience in the military supply field with two year of experience with Hazardous Materials
  • Must have Enterprise Environmental Safety and Occupational Health - Management Information System (EESOH-MIS) certification
  • Familiar with the chemistry of hazardous materials to prevent improper storage and exercise proper waste segregation
  • Familiar with Command Supply Discipline Program (CSDP), AR 710-2, AR 735-5, and DA PAM 710-2-1.
  • Must be trained and certified in accordance with requirements of 29 CFR Part 1910.120, 29 CFR Part 1915.1200, 40 CFR Part 265.16 and 49 CFR Part 172.704
  • Practical knowledge of a wide range of established supply management and hazardous material policies and processes, and the ability to apply a variety of common methods and techniques to analyze the effectiveness and efficiency of these various supply programs
  • Ability to identify needed remedies or improvements
  • Skilled in effective oral and written communication to explain regulations, update policy and instructions, conduct investigations, provide program information to management and customers, and coordinate the day-to-day operations of the organization's supply operation. Guidelines consist of supply, procurement and automation manuals and regulations as well as applicable Department of Defense, Department of the Army, Major Command and local instructions and policies. Guidelines are numerous and not always directly applicable. Employee must use considerable judgment, based on extensive past training experience in researching and applying regulations in order to determine the applicability and relationship between guidelines and program goals.

  • Other training and certification could include OSHA Hazard Communication, RCRA Hazardous Waste Handling and Transportation of Hazardous Materials/Waste, Fort Rucker Environmental Compliance (ECO) course, Fort Rucker Environmental Management System (EMS) General Awareness, Fort Rucker Security Briefing and Fort Rucker new employee training
