Job Description

The UNC System Office is seeking a Director, Campus Planning and Space Utilization. For priority consideration, please submit your application by November 29, 2021.

About the Opportunity
Campus Planning and Space Utilization is a unit assigned to Finance and Administration Division of the UNC System Office. The position reviews the standards for developing campus master plans, is responsible for the annual facilities condition and space utilization report, and reviews millennial campus development (collaborations with the private sector and other entities which enhance an institution's research and teaching missions and drive economic development in the area) to ensure it is consistent with master plans and Board policy. This position coordinates the University's campus master plans and facility planning efforts to improve and maximize the efficient use of campus spaces. This position reviews real property transactions, including acquisitions, dispositions, leases, and millennial campus transactions in support of the campus master plans and systemwide objectives. The position maintains the computerized capital asset management database and is responsible for analysis to support facilities needs assessments and future requests for campus expansion or new or replacement facilities. The position is also responsible for real property transactions for the System Office and its affiliates. As a member of the Finance Division, this position works collaboratively with the Sr. Assoc. Vice President for Capital Planning and Finance, the CFO, the UNC System institutions to collect, and the capital planning and projects unit to coordinate and analyze data that is essential to campus planning and facilities assessment at the 17 UNC system institutions and affiliates.

System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations.
The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.

About the Team
The Campus and Space Planning unit provides support for campus planning, real estate transactions (including millennial campuses), facilities inventory database, and space utilization. The unit also supports universities and affiliates in the development of real property requests and approval by the Board of Governors and other governmental entities; as well as provides assistance with campus master planning and millennial campus designations.

Minimum Education, Experience, and Skills
Bachelor's degree in architecture, urban design, urban planning, or a closely related field, and have a minimum of 8 to 10 years of professional-level experience in campus or urban planning, land use planning, complex real property transactions, facility data management, facilities assessment, space utilization analysis, or related fields.

Required Competencies
-Ability to work with campuses, internal and external consultants, and various working groups on a variety of systemwide planning issues, such as housing, dining, parking, transportation, and infrastructure replacement. -Ability to coordinate or develop reports on specific planning issues. -Ability to utilize Excel and other database systems in order to analyze, organize, and combine large data sets from multiple systems and distill complex data into a digestible format. -Ability to analyze data, determine questionable or suspect data reporting, verify and correct data, including verification through site visits or interviews, to provide accurate data reporting. -Ability to create comprehensive reports and to effectively communicate the results of the reporting (written and visual) in response to multiple inquiries from internal and external constituents seeking data. -Demonstrated technical, decision-making, and problem-solving skills, analytical capabilities, and sound judgment. -Excellent writing and oral communication skills; demonstrated understanding of campus planning, facilities condition assessments, space utilization, and space planning standards. -Proficiency in Microsoft Office and strong working knowledge and experience in MS Excel, Access, Primavera, Word, and PowerPoint required. Experience with AutoCAD and GIS are not required, but preferred. -Ability to work both independently and as a member of a team.

Preferred Education, Experience, and Skills
Prefer individuals with prior experience with the University of North Carolina System or higher educational environment. Registration as an architect or certified planner is preferred, but not required.
