Overview

FUNCTION: Provide comprehensive project analysis support for project managers for CIDR/NIRC projects. 

Responsibilities

DUTIES AND RESPONSIBILITIES:

Key duties and responsibilities include, but are not limited to, the following:

             

Project-Specific Budget and Financial Analysis

    Provide reports evaluating and projecting labor and non-labor expenditures spending to the project manager
  • Analyze project expenditures to inform future budget preparation
  • Prepare and revise project-specific budgets and justifications for costs for initial and ongoing projects (prepare estimates to complete)
  • Develop study and site funding models with project manager for client review and approval
  • Develop protocol budgets in collaboration with the project manager
  • Solicit budgets from subcontractors for incorporation into the overall project budget
  • Prepare cost estimates and justifications for travel
  • Process travel expense reports
  • Assist with financial projections, financial reporting, aging, as required for project and client
  • Assist with fee and rate analysis
  • Develop a charge code structure for new projects o
  • Assist with running reports from budget and expense tracking systems 

Site and Subcontractor Support and Management

  • Develop site budgets and payment milestones for sites conducting clinical trials
  • Develop statements of work for sites and other subcontractors
  • Develop RFPs for subcontractors and solicit proposals
  • Obtain, evaluate, revise, and negotiate subcontractor cost proposals
  • Communicate directly with sites and other subcontractors regarding budget and contract issues
  • Inform the contracts division the need for agreements between the company and research sites, subcontractors, and vendors, and contract modifications as needed
  • Follow up with research sites and subcontractors to facilitate execution of subcontracts, subcontract modifications, and no cost extensions
  • Serve as liaison with sites regarding site costs/budgets
  • Assist research sites with procurement of study supplies as needed
  • Develop, quality checks, and manage automated remittances for site payments
  • Collaborate with data management and programmers to develop billing reports
  • Monitor when site subcontractor payments are due
  • Track site enrollment/randomization and submit requests for contract mods in funding as result
  • Review, process, and track site and subcontractor invoices
  • Assist with subcontract close out

Project-Specific Expense Authorization Preparation, Tracking, and Reporting

  • Prepare expense authorizations for project manager review and approval
  • Track project expenses and provide expenditure reports for project managers for overall task order funding and budget line item funding
  • Notify PM/contracts when spending has reached 75% of awarded contract value
  • Submit invoices to accounting for payment, and track payments 

Monthly Invoice Review

  • Review monthly invoices to client from accounting to assist project manager and assist with reconciliation
  • Provide accounting with funding breakdown as required
  • Work with contracts and accounting to answer client's billing questions, delayed invoice payment, and invoicing questions
  • Work with accounting aging report resolution

Project Reporting

  • Prepare financial status reports
  • Provide accruals to shared services for each project
  • Provide information for monthly technical report deliverable to client
  • Provide information for final technical report deliverable to client

Vendor Management

  • Serve as point of contact for project-specific vendors, questions issues, communicating directly
  • Prepare budget and justifications for other items such as procuring equipment
  • Develop request for proposals for subcontractors and solicit proposals
  • Participate in vendor solicitation, identification, selection, and budget development
  • Obtain, evaluate, revise, and negotiate subcontractor cost proposals
  • Inform contracts division of need for agreements/work orders/purchase orders for supplies
  • Review vendor invoices and prepare for project manager review
  • Track, monitor, and manage deliverables and deliverable timelines 

Additional Management Responsibilities for Senior Project Analyst Position

  • Collaborate closely with project directors and managers on project business needs
  • Develop and utilize tools for project and budget management to ensure expenditures are within obligated funding and mitigate risks, tracking actual expenditures and projected costs against the budget
  • Develop tracking tool for contractual documents sent to sites as it relates to study start-up
  • Ensure project financial deliverables are met

REQUIRED SKILLS AND CAPABILITIES:

  • Demonstrate a very high level of technical skill and expertise regarding budget and financial documentation
  • Demonstrate experience in preparation and management of budgets
  • Competently manage a very heavy workload, and multiple projects with competing priorities, switching priorities quickly as needs change
  • Demonstrate exceptional interpersonal skills and written and verbal communication abilities
  • Demonstrate excellent decision-making abilities with competency in making decisions and resolving problems that could have an impact on the project and/or SSS

 MINIMUM QUALIFICATIONS:

  • Baccalaureate degree from an accredited college or university. Master's degree or equivalent preferred.
  • A minimum of five years of experience.
  • Excellent oral and written skills.
  • Experience with U.S. Government funded projects
